I went to the local to see an ABBA tribute and the first song to get everyone up singing and dancing was.......... Take A Chance On Me!
I think a set list change will happen when ticket sales start, and maybe continue, to drop. That's the time to do it.

I disagree about the not changing the setlist. I think it will happen - it might only happen for a new venue (and this will be part of the selling point for a new venue). I think Voyage is selling so well two years on that it's simply not seen as necessary. I think the system is created so that a new song can be swapped out at various points in the show.
I also have a theory that there are many songs that can be dropped into the show depending on the life of Voyage. Obviously there are a few obvious ones "waiting in the wings" but I think they have created a tech that can theoretically add any song to it using AI together with all the motion capture already stored by the creators.

I would love to see 'When You Danced With Me' added to the Voyage shows it absolutely strange how it wasn't chosen as a single as the song is screaming out to be a single.
